Threshold assessment is a voluntary process and entirely a matter of choice for individuals. Teachers are responsible for applying for threshold assessment and they must apply to the headteacher of the school at which they are employed to teach (or head of service if applicable). In all but the most exceptional circumstances two years must elapse before any movement takes place.
